A fine not exceeding Two Thousand Rupees shall be imposed, by order of the Registrar, on a person, other than an association or society registered pursuant to this Act, who carries on trade and business in violation of Section 46. If such person who has once been punished with fine is held to have again carried on trade and business in violation of that Section, such person shall be liable to a fine not exceeding Five Thousand Rupees for each instance following the second instance.
